Frederick F. Mueller was born in DeSoto Illinois on Nov. 19, 1904 where he spent his formative years. Dr. Mueller graduated from Carthage College in Carthage, Illinois.

Frederick continued his career, enrolled at the University of Chicago where he received his bachelor's degree of Divinity at Union Theological Seminary and his Doctorate from Yale University.

The Mueller family moved to Springfield, Ohio and Dr. Mueller took over as pastor of the First Lutheran Church from 1946 until 1957 when he turned his focus to creating services for those with developmental disabilities, like his son, Richard.

In 1952 Dr. Mueller founded the Clark County Board of MRDD (now known as Developmental Disabilities of Clark County) and the Town and Country Day School with other parents of children with developmental disabilities.

He served as director until his retirement in 1979. Dr. Mueller was instrumental in passing legislation to establish county boards to serve Ohioans with developmental disabilities, and he received numerous awards for his years of service.

In 1969, the cornerstone for The F.F. Mueller Center in Springfield, Ohio was laid, named for Dr. Mueller. The center provides 24/7 care nursing care to local residents with developmental disabilities.

Dr. Mueller died March 18, 1990 at 85 years old. He is interred alongside family in Sec. 34, Lot 16.
